Importers call for end to A4 paper dumping duties

Anti-Dumping Commission urged to dump duties.

Following Opal Australian Paper’s notice of withdrawal from white paper and pulp production at its Maryvale Mill, the Australian Anti-Dumping Commission has received several submissions from various parties in relation to its exemption inquiry into anti-dumping measures applying to A4 copy paper.

Submissions have been received from representatives of importers of copy paper from Brazil, Malaysia and Indonesia as well as NSW-based importer A&C Paper Industry Group and dealer group Office Brands.

On 14 February, Paper Australia Pty Ltd  – a subsidiary of Nippon Paper Industries (Japan) – officially announced Opal Australian Paper’s withdrawal from white paper production in Australia.

In its submission, main Brazilian exporter group Sylvamo stated: “Given that production of like goods no longer takes place in Australia, it is clear that interim dumping duties are no longer warranted. The continued imposition of dumping duties on Brazil imports would be unreasonable in these circumstances. This is also supported by Opal, as per its submission to the current exemption inquiry, in which it states that it does not oppose the request for exemption.”

Similar views are expressed in other submissions to the AADC.
